Kosovo look to be in significantly better form than Israel, and with superior attacking quality and recent performances, the away win at odds of 2.35 offers betting value.

Israel had a very troubling look in their first two matches. The 3-1 away defeat to Austria could be seen as par for the course, but the 0-3 home loss to Ireland showed they’re nowhere near good form at all.
They shipped three goals in the first 25 minutes and never mustered a response at any point in the game. Across those two matches, they showed shaky defensive organization and toothless creation, managing just 0.52 xG combined in chances created.
Kosovo painted a very different picture. They lost by the same scoreline in Vienna, but were the better side on the pitch in the second half. They then beat Ireland 1-0 with a fairly dominant performance, in a match that finished 22-3 on shots and 2.74-0.25 on xG.
They have the edge in individual quality, with several players carving out careers in strong leagues, and right now they look to be in clearly better form.
The neutral venue in Debrecen (Hungary) gives no real advantage to Israel, who are the nominal hosts, and given where both teams stand right now, even at the fairly cautious odds around 2.35, the away win could be worth a bet.
