Main provisions of gambling regulations in Romania
The National Gambling Office (NGO) regulates gambling activities in Romania. Many amendments were made to the gambling laws and regulations in Romania in 2022. While some of these amendments were eagerly welcomed as they helped clarify some pressing issues, others were created to increase revenue for the Romanian government.
Anti Money Laundering (AML)
The AML instructions clarified that gambling operators are also subject to all the AML obligations, such as risk assessment, performing KYC, or employing personnel. The AML also introduced other instructions like identifying the beneficial owner for customers and business suppliers.
Advertising
Gambling advertisements are allowed in Romania but with certain limitations. Several bills targeted at limiting advertising for gambling games have been proposed. The most recent one was presented in April 2022. The statement came from an MP stating that television advertising gambling games should be prohibited. Although this bill did not pass, it is clear that the advertisement of gambling games might be eventually reviewed.
New contributions
In addition to the tax increment, the Romanian government tasked gambling companies with a new contribution to the National Cultural Fund. All ‘economic operators in the gambling field’ are expected to pay 0.5% of the revenues. Although, it is not clear who the 'economic operators' mentioned refer to.
